Employer Obligations 3.1 Tax File Number Declaration New employees are required by law to complete a Tax File Declaration Form before they can receive any payments, which must be lodged electronically to with the Australian Tax Office within 14 days of employment. Evaluation of the UK Tax System and the Proposals of the Mirrlees Review Free Essays
Abstract The first part of this paper assesses the canons of taxation, generally acknowledged as the benchmark for good tax systems, in order to determine its critical elements and to evaluate the extent to which the taxation system for small businesses in the UK conforms to its principles. According to the classical suggestion by Adam Smith, a good tax system should be judged by four broad standards: a. clarity and certainty to the tax payer; b. A. Canons of Taxation and the UKââ¬â¢s Taxation System for Small Businesses The ââ¬Ëcanonsââ¬â¢ of taxation proposed by Adam Smith in the 18th century have long been adjudged to be the standards by which good tax systems should be measured. In simple terms, these canons have to do with the equality, certainty, convenience of payment, and economy of tax collection (see MacKie-Mason and Gordon, 1997; Salanie, 2003). It is therefore pertinent to evaluate the extent to which the UKââ¬â¢s system of taxation for small businesses is consistent with these canons. Indeed, the issue of taxation of small businesses in the UK, and the merits or demerits of the system is one that has long generated controversy (Murphy, 2007: 3). However, there is a problem of interpretation as regards what constitutes a ââ¬Ësmall businessââ¬â¢ given that the termââ¬â¢s heterogeneity also presents opportunities for debate (see Hertz, 1982); it is therefore necessary to contextualize the term in order to avoid confusion. For the purposes of this paper, it is sufficient to adopt the qualitative definition of small business as one that ââ¬Å"independent firms that are managed by their owners in a personalised wayâ⬠, regardless of their levels of turnover or profit (Crawford and Freedman, 2008: 4). Indeed, the definition of small business may also take the number of employees into account, and in this sense Freedman (2003: 18-19) suggests that if small business is to be defined in terms of having less 50 employees, then it could be taken that almost 99% of all businesses in the UK are small businesses. Furthermore, the three most widely used legal forms for small businesses in the UK, as reported by Freedman (2003: 20), are sole proprietorship, partnership, and Limited Liability Company. Indeed, one of such issues has to do with the constant changes to small business taxation by government ââ¬â a factor that arguably impedes small businessesââ¬â¢ capacity to make plans for the future, and also creates uncertainty and a general loss of confidence for small businesses (see PCG, 2007). These frequent changes may be a consequence of the notion that small businesses have special tax needs, which warrants frequent demands made on their behalf by politicians and other pressure groups for a variety of incentives, reliefs and concessions (Freedman, 2009: 155). Furthermore, the need for simplification of taxes is another important issue as it has been argued that a simple and neutral small business taxation system is more desirable than a more complex taxation system ââ¬â even when such is designed to favour some categories of small businesses (Freedman, 2009: 171). Nonetheless, one of the central issues to note about the taxation system for small businesses (particularly unincorporated business forms) in the UK is the full integration of business and personal taxation occasioned by their being subject to income tax, capital gains tax, and National Insurance contributions (Lay and King, 1998; Freedman, 2003). The imposition of two distinct taxes on earnings (i.e. income tax and National Insurance contributions) can be argued to be largely unfavourable for small businesses particularly in view of the complicated and rather unusual and complex marginal rate structure that fluctuates between 40 percent to 60 percent, and then 40 percent to 50 percent (Insley, 2010). The barriers to UK small businesses brought about by taxation systems have also been recognized by the Office of Tax Simplification (OTS) which noted that the maintenance of two separate systems lead to ââ¬Å"anomaliesâ⬠that may create distortions in behaviour ââ¬â leading to decisions that do not make commercial sense because they are wholly tax driven and complex (OTS, 2011: 13). There is also the controversy and discontent pertaining to the IR35 legislation which is perceived as placing unnecessary administrative burdens and uncertainties on small businesses and also creating opportunities for tax avoidance (see for instance Tyler, 2011). As such these shortcomings and ââ¬Ëanomaliesââ¬â¢ are arguably inconsistent with the canon of taxation that makes it imperative for tax liabilities and taxation systems to be clear and certain in order to avoid confusion, and for such systems to consider convenience of payment for taxpayers (Malcolm, 2009). On another level, it has been pointed out that sole traders in the UK are not regulated by clearly spelt out legal provisions with regards to legal form, and the business lacks a separate legal personality. Accordingly, a sole traderââ¬â¢s personal and business assets are not differentiated and this has been identified as having serious implications for such tax rules that may necessitate comprehensive records of the businessââ¬â¢s assets alone, discrete from personal assets. Furthermore, Crawford and Freedman (2008) point out a key structural problem in small business taxation that involves an absence of neutrality between businesses with different legal forms. Small-business taxpayers that have similar accretions in their earnings are taxed differently, which reveals a system that is fundamentally inequitable. Indeed, given that a considerable number of small businesses in the UK are sole-traders or unincorporated entities, governmentââ¬â¢s attempt to promote greater incor poration (as a strategy for improving growth) has been argued to further exacerbate the problem of inequity in the tax systems and engendered more complex problems. These observations provide a clear indication that the tax systems for small businesses lacking in equity ââ¬â thus violating one of the fundamental canons of taxation that sets down equality as a major parameter of good taxation. Taken together, it would seem that the major issues with the UKââ¬â¢s system for taxing small businesses encompass problems such as complexity, inequity, inconvenience of payment and in some cases costliness; thus exposing the elements of the canons of taxations that the tax system fails to emulate. B. Merits of the Mirrlees Review in relation to the Canons of Taxation In response to some of the problems and controversies trailing the UKââ¬â¢s taxation systems, the Mirrlees review was instituted to examine the main elements and areas of concern, and draft proposals for improving the countryââ¬â¢s tax systems. The proposals broad goals are to simplify the countryââ¬â¢s tax systems and put structures in place to ensure coherence and equity. Some of these proposals include the merger of National Insurance contributions and Income Tax; abolition of stamp duties; allowance for corporate equity amongst others (see IFS, 2010). However in the context of this paper and the focus on small business taxation, one proposal that is particularly relevant is that which recommends a proper integration of corporation tax with personal taxes, as well as a harmonization of tax rates on company profits on the basis of the levels of profits. Also in this regard, an ancillary proposal by the Mirrlees review suggests that the tax treatment of employment, self-emp loyment and corporate-source income should be aligned, and also the equalization of the marginal tax rates on earnings and different forms of capital income. Taken together, the aforementioned recommendations by the Mirrlees review represent a significant attempt to improve the UKââ¬â¢s tax systemââ¬â¢s conformity to the canons of taxation. For instance, a simpler integration of corporation tax with personal taxes would help eliminate uncertainty and inequity in the way that incorporated small businesses and their owner-managers are taxed by clearly establishing and calculating the differences between the taxes levied on the businessesââ¬â¢ profits and the taxes on the incomes (salaries or dividends) of their owner-managers. Also, the harmonization of tax rates on company profits according to their levels of profit may effectively resolve the problem of inequitable taxation that is said to characterize the UKââ¬â¢s tax system (see Insley 2010). Additionally, the problem of complexity and costliness in tax rates and tax collection may be addressed by the alignment of the tax treatment for broad categories of income sources part icularly employment, self-employment and incorporated entities. To a large extent it can be argued that some of the changes proposed by Mirrlees review can have a positive effect on the taxation of small businesses in the UK ââ¬â in line with the canons of taxation ââ¬â specifically in terms of ensuring equity, certainty/clarity, and convenience of payment. This is more so as the majority of small business and taxation stakeholders and scholars are in agreement that radical reforms are necessary to stimulate growth of small businesses and encourage greater incorporation. Earlier on he speaks of Juliet as his pride and joy and doesnt wish to rush her into marriage: Too soon married are those early made, showing he wants to make sure she isnt seemingly forced into it. Then when Juliet refuses to wed Paris he uses short sentences which sound the most aggressive and uses alliteration: I will drag thee a hurdle hither. He uses alliteration as this puts a greater emphasis as it has greater affect when said. He uses harsh sounding words you baggage, as bs and fs are very sharp sounds. Capulet also uses very harsh verbs: And you be not, hang, beg, starve, die in the streets. Most would agree that these are very harsh things to say to your own daughter. In act IV scene V Capulet is overcome with grief after Juliets death: Death hath tane her hence to make me wail ties up my tongue. This does earn Capulet some sympathy but really he doesnt accept he played a major part in Juliets death which doesnt help in making us feel sympathy for him. Later in the play we see Capulet accept blame for his daughters death and offers his hand to Montague O brother Montague, give me thy hand. This is my daughters jointure, for no more can I demand.In conclusion Capulet changes in different ways at different stages, his language is one of the main contrasts in Capulets behaviour throughout the play. At the beginning we see this aggressive person who just wishes to fight. Then we see him talking about Juliet with Paris, here Capulet seems very caring and considerate as to what Juliet wants. Then Juliet refuses to marry Paris Capulet becomes very aggressive towards Juliet, he hurls abuse at her, threatens her with violence and also threatens to disown her. This is a stark contrast compared to the modern-thinking, caring father. He does however pay the price for his erratic behaviour with the loss of his very own Juliet. By only thinking of himself and shifting views to suit himself he loses the most important thing in his life.

Many different attitudes towards to the wars were seen during the century, in the form of poems from various poets involved in war. From the quiet heroic patriotism seen in Rupert Brookes the Soldier, the tragedy and horror seen in Wilfred Owens Dulce et Decorum Est, to Siegfried Sassoons Suicide in the Trenches, war poetry captures a vast array of different subjects regarding war. Through these poets subject matter and tone, diction, structure and their poems titles, all three poets are able to articulate their personal views on war to the reader.Although the poems are all written regarding the First World War, they illustrate different tones in their writing, but all concern the subject matter of death. Brookes poem the Soldier has a gentle and patriotic tone, with a mood of solace in the death of the soldier. This can be seen in the fir st stanza of the poem, Brooke tenderly depicting his forecasted death in the foreign soil, which will, in turn, eternally become a part of England. In the second stanza, the tone changes to one of peace and serenity, through the use of phrases such as dreams happy as her day, laughter, learnt of friends; and gentleness, and In hearts at peace.These words all have positive connotations, erasing the initial inference of death in the first stanza. Brooke seamlessly insinuates the glory and patriotism in dying for England, his country of birth. A contrast can be seen in Owens Dulce et Decorum Est, which was written several years after the publication of the Soldier. Dulce et Decorum Est depicts the gruesome death of a friend and fellow comrade during a gas attack. It has a sad and morose quality to the words with irony in the last stanza, and brings attention to the horrible reality of war through the unheroic death of a friend blatantly contrasting the death in Brookes poem. Sassoons Suicide in the Trenches is different in both the tone and death of a soldier.Sassoon describes the inglorious suicide of a simple soldier boy, with pity and bitterness, which is prevalent in the last stanza, describing the cheering crowds back home as smug-faced, as they erroneously think of soldiers a brave and heroic. Sassoon uses a soft tone to desire pity from the reader, whereas Owen has a distinctly harsh tone. Both these poems strongly contrast Brookes serene tone of patriotism. Whilst Brookes, Owens and Sassoons poems describe the death of war soldiers, they vary in tone and mood.The divergent use of diction in the three poems reinforces the poets varying opinions on war and conflict. Brookes choice of words are tranquil, content and peaceful words that are not often seen in poetry regarding tragedy. Brooke speaks of the soil in which the soldier perhaps himself- would be placed in upon his death, describing it as a concealed rich dust of which England bore, shaped, made a ware, which quietly and proudly insinuates the glory of death in war, subconsciously urging the reader to feel a sense of patriotism.However, Owen refers to the soldiers death in a horrifying manner, with powerful diction such as guttering, choking, drowning, and strong graphic similes such as like a devils sick of sin, to convey his views on the true atrociousness of war. Sassoon uses diction such as cowed and glum and lonesome dark, and the direct statement He put a bullet through his brain, to represent the pity and morose quality of the soldiers death, contrasting to both Owens graphical horror and Brookes calm serenity. The diction used in all three poems reflects the views and attitudes of the poets, reinforcing their beliefs to the reader, and in some cases changing their opinion on war.The structures of Brookes, Owens and Sassoons poems vary, with each uniquely structuring their ideas to reinforce different points throughout their poems. Brooke elucidates his message by choo sing an unusual structure, a fourteen-line iambic pentameter sonnet. It is unusual because there are no obvious couplets, but it includes an octet and a sestet. The difference between them is that in the first stanza, the soldier describes his last will on his way to the war. The second stanza takes place in the future when he is dead and he describes what presumably will happen after he is deceased. Splitting the two into different sections reinforces the second stanza the proud manner of the soldiers death.The structure of Dulce et Decorum Est is based on two sonnets. The first with a stanza of eight lines and one of six lines follows the conventional stanza form, also known as the Petrarchian sonnet. The second sonnet is a modified form of the Shakespearian sonnet, with the modifications clarifying Owens message. The two-line couplet describing the horrific manner of death is a good example of this. The couplet is isolated to further reiterate the nature and calamity in the deat h of the soldier, representing one of millions. Owen also uses an iambic pentameter in his poem, however it uses full rhymes throughout the poem sacksbacks, sludgetrudge and bootshoots, to name a few.However, it is broken in the lines that describe the gas attack on the soldiers. The technique of breaking up the iambic pentameter in the two lines is effective in conveying the sense of panic and helplessness under the attack. Contrasting both Owens and Brookes structures, Sassoons poem has three stanzas in a regular AA/BB rhyming scheme, and like Brookes and Owens poems, Sassoons too has an iambic pentameter. The stanzas are split accordingly with different happenings the first one describing a young boy who, grinned at life, the second stanza describes his death, and the last stanzas rebukes the crowds back home. In splitting the stanzas up into these three different sections and having a regular rhythm, Sassoon is able to walk the reader through the reality of war in just a few l ines. All three poets use their structure as a technique to reinforce their different points, and to enunciate specific occurrences in the poem.All three poets use intrigue in their titles to entice the reader to the poem. Brooke uses a simple straight-to-the-point title for his poem the Soldier, which creates a myriad of conflicting images for the reader from a heroic soldier in battle to the grave of the same man, it allures the reader to ascertain what kind of solider Brooke is describing. It differs to the title of Owens poem Dulce et Decorum est in that it is a complete different language. Those who are familiar with Latin will understand the irony in the title as they read the poem, because it means Its a sweet and seemly thing to die for your country. Those who are not familiar with Latin would still be intrigued however; the first line is enough to immediately catch anyones attention.In sharp contrast to both of these, Sassoons choice of title for Suicide in the Trenches is descriptive and immediately sets the scene for the poem, reeling the reader in. The title is stated as a matter-of-fact, almost like it is not a major concern, effectively gaining the attention of the reader. Through the titles of Brookes, Owens and Sassoons poems, the reader is intrigued and is inquisitive about the story behind the poem, successfully catching the interest of the reader.Brooke, Owen and Sassoon use poetic techniques such as subject matter and tone, diction and structure to effectively connect with the reader on an emotional level, and also to express their own respective views on war. In comparing and reading through these poems, I have been able to clearly see the different perspectives and opinions on war. War is one of the most incredibly vain and violent things that can happen to a nation and to an individual, regardless of patriotism.I did not agree with the devotion the soldier in Brookes poem had to England and although the idea of his death was beautifully portrayed, the reality would have been the polar opposite. I found that I strongly agreed with Owen and Sassoons poems, because were much closer to the truth, and really dispelled any misconception one might have on the veracity of war. These poems have further reinforced my initial standing on war that it is futile and antiquated, and always will result in destruction, devastation, catastrophe and loss, with absolutely no positive gain.

Hades, Patron God of the Underworld in Greek Mythology The Greeks called him the Unseen One, the Wealthy One, Pluoton, and Dis. But few considered the god Hades lightly enough to call him by his name. While he is not the god of death (thats the implacable Thanatos), Hades welcomed any new subjects to his kingdom, the Underworld, which also takes his name. The ancient Greeks thought it best not to invite his attention. The Birth of Hades Hades was the son of the titan Cronos and brother to the Olympian gods Zeus and Poseidon. Cronos, fearful of a son who would overthrow him as he vanquished his own father Ouranos, swallowed each of his children as they were born. Like his brother Poseidon, he grew up in the bowels of Cronos, until the day when Zeus tricked the titan into vomiting up his siblings. Emerging victorious after the ensuing battle, Poseidon, Zeus, and Hades drew lots to divide up the world they had gained. Hades drew the dark, melancholy Underworld, and ruled there surrounded by the shades of the dead, various monsters, and the glittering wealth of the earth. Life in the Underworld For the Greek god Hades, the inevitability of death ensures a vast kingdom. Eager for souls to cross the river Styx and join fief, Hades is also the god of proper burial. (This would include souls left with money to pay the boatman Charon for the crossing to Hades.) As such, Hades complained about Apollos son, the healer Asclepius, because he restored people to life, thereby reducing Hades dominions, and he inflicted the city of Thebes with plague probably because they werent burying the slain correctly. Myths of Hades The fearsome god of the dead figures in few tales (it was best not to talk about him too much). But Hesiod relates the most famous story of the Greek god, which is about how he stole his queen Persephone. The daughter of Demeter, the goddess of agriculture, Persephone caught the eye of the Wealthy One on one of his infrequent trips to the surface world. He abducted her in his chariot, driving her far below the earth and keeping her in secret. As her mother mourned, the world of humans withered: Fields grew barren, trees toppled and shriveled. When Demeter found out that the kidnapping was Zeus idea, she complained loudly to her brother, who urged Hades to free the maiden. But before she rejoined the world of light, Persephone partook of a few pomegranate seeds. Having eaten the food of the dead, she was compelled to return to the Underworld. The deal made with Hades allowed Persephone to spend one-third (later myths say one-half) of the year with her mother, and the rest in the company of her shades. Thus, to the ancient Greeks, was the cycle of seasons and the yearly birth and death of crops. As a result, their primary focus is to earn money so that they can provide their family with comfort and high-standards of living, and afford quality education for their children. It is a fact that U.S denizens have confined themselves to a shorter period of working time that is approximately 8 hours per day or 40 hours a week. Whereas, the immigrants work for a prolong duration of time that can reach up to 70-80 hours a week. Investors see a reliable scope in investing on the immigrants, as they do not fear hard work and if they receive a share in profit, they would be willing to work even harder. Immigrants realize the importance of money as they earn it by sweat of the brow. Therefore, their spending behavior is unlike the U.S. citizens. They do not believe in redundant spending on luxury. In fact, they are prudent in spending money, purchase only necessary goods, and save the rest for the rainy days. Their eventual goal is to save money as much as possible for which they look for entities that are on sale (Chiswick, pp. 28-97).
